PSG sporting director Luis Campos ruled out signing Jude Bellingham this summer because he believes that Warren Zaire-Emery, a 17-year-old French midfielder, is of the same calibre.
Campos has given Zaire-Emery a significant amount of playing time this season, and the youngster has impressed with his performances. However, Bellingham is currently at a higher level, and it is unlikely that Zaire-Emery will catch up to him anytime soon.
It is more likely that Campos did not sign Bellingham because PSG could not compete with Real Madrid and the English clubs for his signature.
